Presidents Report October 2009

October Report

   Ranges 8 & 9 are now complete from an earthworks perspective. The range certification application is well underway with lots and lots of after hours work being put in by Gavin to get this rather tricky piece of bureaucracy complete.
   I attended the Pistol New Zealand AGM 12th September in Wellington. It was a rather uneventful meeting. David Tomlinson is staying on as President to ensure a smooth transition to the new structure of a professional Manager as permanent employee reporting to a Council of a President and five councillors. Our own Bill Wright is a councillor too. Joe Green spoke on current changes to regulations & interpretations. PNZ has a good relationship and dialogue with Joe. Attached are brief notes from the whole meeting, just ask me if you would like to know a little more.
   The ISSF team are busy preparing for their two big competitions coming up. Cheryl, Ruth and Michael have completed an ISSF Judges training course in Wellington, so best not to argue the rules with them now.
A huge congratulations to Ruth for successfully winning a grant from the Council to purchase air pistols to support the Junior training programme.
   The IPSC team have been busy with their monthly Mini-matches. Richard Sopers’ “blind” stage was a big hit at the last one. The October match will have a couple of shotgun stages afterwards for those that are interested – see the notice on the forum.
The IPSC working bee on the 4th Oct was very well supported, and a huge thanks to all who attended, especially Chris Chapman for the Hiab truck which greatly sped up swapping out worn out barrels.
   CAS section no longer has a representative on the Committee which is a sad situation. A rep is needed to ensure the section is (a) Getting funding it may need from time to time (b) Following the operational requirements of CPC. We can’t have this “out in limbo” situation for too long. The Committee is a friendly helpful bunch so send someone along.

PNZ AGM 12th September 2009

Turn out of clubs was a little less than the previous year.

No matters arising or problems with the minutes

Presidents report    -     As published in the Bullshooter
-   Now over 3,000 members
-   PNZ Council in transition to the Professional Manager structure with a President & 5 Councilors.

Motions –

-   Warkworth PC – One vote per club rather than one per member of said club – failed

-   COLFO levy to be reinstated at $5 per member – failed (After lots of discussion)

-   New Bylaws be accepted – This passed, though CPC registered our negative position due to inaccuracy.

-   Create a Resource Management Act application template – was withdrawn once the complexity was explained to Warkworth PC.

Paul Gatland apologized for not making it.
Unlicensed shooters – They turned a blind eye for many years. Saw Bullshooter picture of juniors and went to legal section for revised opinion, hence the change in stance detailed in the Bullshooter. Clubs will need a policy for supervising unlicensed new shooters – are they fit & proper? Physically capable? Within arms reach? How will we vet them before handing them a gun?

MSSA interpretation changes – Sought revised opinion from Crown Law office (Before the Napier incident) Due to so many MSSA’s being finding loopholes with “thumbhole” stocks which weren’t etc. They were starting to proliferate. He’s personally not thrilled with the implementation, but it his job…

Arms Act Amendment 3 – This could get thrown out and go with a whole new amendment 4?
Final paper of AA3 is out in Parliament
Police want changes
Airguns will be covered somehow
Joe encourages us to all make submissions before it goes to Select Committee.
AA3 will include increased penalties but not so high as to force crims to shoot it out.
MSSA – the description needs clarified
Magazine capacity, maybe 10 for A cats, and 10 for E cats, No change for pistols or .22lr. This is all up for discussion and the Police haven’t really decided their position and how this fits with AA3 or AA4. All shooters recommended to make their voice heard.
Police to be able to issue “tickets” for failure to advise of address changes rather than court cases
Reduce/control internet sales to either Dealer to Dealer or face to face
Jenner case at High Court established Endorsement applies to each and every MSSA

Questions from the floor
With the change in MSSA interpretation, will we still need a hand in since the number of MSSA’s has increased?
Yes, a hand in will still be required. New rules don’t increase the numbers of MSSA’s, we just have them on record now.
